I think the question of "when" is a settled issue. Obama has indicated that he start to do so as soon as he assumes office. It is not a question of winning or losing the war. US won the war after it removed Saddam from power and disbanded his army of thugs. The objective now is to restore normal civilian life. It has nothing to do with the war

Rebuilding needs to be done on the diplomatic front. The US needs to step aside and let the diplomats from Britain, France and Germany take the lead in convening a summit between SA,, Iran, Egypt and Syria to begin the economic rebuilding. Move Halliburton, Bechtel, Brown and Root and other US companies out of Iraq.

And all this will not happen until we have Obama in office because by doing so the neocons and their imperialistic designs will be laid to rest and Cheney should be deposed to Iceland for the rest of his life for landing this country in the biggest mess since its birth.
