The inspector's supervisors told the actual inspectors that anything that didn't threaten to break on the next flight was to be passed, no matter what the regulations said, or they would lose their jobs. One pilot testified he was forced to fly with a shattered (but in place) windshield, among other horrors. It's a miracle more flights haven't gone down. I guess we shouldn't be surprised.........there has been a near total breakdown of gov't on the federal level since Bush tookover. Its one part incompetence, one part criminal, one part laziness. Its a good thing we are a nation of states.
