Not officially unless Bush does a lot of blanket pardons as his last act. Now unofficially, that is different. I don't think any president wants to start his term by hunting down those who preceded him or her. You might argue that this time is different, but it would be a tough sell.

Why does it have to be on the federal level? Vermont is ready to take them on.
