YOu are sounding a bit like a redneck. Folks who live in the cities whether white or black work together and understand each other at some level. Calling black neighborhoods basra will not win you friends there. You should watch the HBO series The Wire from beginning to end to get a better feel for it. Throwing some cash around is better than government programs in most cases. Hell i am for the negative income tax. If you are working poor, irs should supplement income by refunding the payroll tax.
