Indeed, they are, but that missing 21% is most likely to break similarly, which in this case is mostly anti. It sure won't be all for, which is what you'd need.

Presumably, the other 10% didn't understand the question.

Given the numbers as shown, what the survey shows is that 58% of those who had an opinion on the issue were opposed.

If you want to call that indeterminate, that's up to you.
