Karen -

I can see why you would suggest that, and it makes sense on one level. However, health issues can't wait for most people. So I like your idea of expanding Medicaid to cover everyone who can't get or afford private insurance, which would, as you say, buy time to look into other ways to restructure the whole mess. I think looking for ways to cuts costs should be an ongoing effort.
