It's illogical and unsupported. What our military *has* advised though, is that a vast amount of funding and resupply ("unlimited amounts" is what I recall hearing from one Baghdad briefing...) for the SUNNI insurgency (including AQI) flows into Iraq from Saudi Arabia and other Sunni nations , such as many of the Gulf Monarchies.... As far as the majority Shiites go, both the Sadrists and the two Shia Parties in control of the Iraqi Government - the SIIC and Dawa Parties - have at various times been based in Iran, and no doubt still receive training and Intelligence services from there. Hell! The Iraqis signed a mutual defense treaty with Iran, and Iranians 'trainers' and agents are based in many of the government Ministries... but it's a bit disingenuous to label them all "terrorists" isn't it, seeing as how they ARE THE GOVERNMENT (our putative 'ally'), now isn't it? As far as the Kurds... well, the TURKS certainly call them "terrorists", and they too sometimes trade for arms across the border in Iran... but these days the bulk of their military goods are Red White & Blue provided.... Finally... there isn't really much of a 'shortage' of military arms inside Iraq to begin with --- vast military stores and weapons dumps remain from the Saddam era. And MUCH was looted and just 'walked off' into who knows where while the US wasn't even looking in the first couple of years of the occupation. $$$MONEY$$$ is the main requirement. Given sufficient funding, bullets and bombs are easy to acquire.... (And the funding is *massive*.)
