No. He is explaining why the working class is so frustrated and why they are very skeptical about him; that race may be not whats motivating them.

Straw man.

No one, least of all Obama, has suggested that.
If you were at all familiar with his speeches, you would be aware that he has consistently espoused the necessity of individuals taking responsibility for their own lives.

I might as well ask if you are suggesting that government abdicate all responsibility as a provider of solutions.

Or is that McCain's position ?
