Outside the general fund, but still government spending. By simply passing a law congress could make any part of spending "outside the general fund", its a meaningless distinction. Spending is spending. "By simply passing a law" Congress could do anything, including arresting you and putting you to death for any infraction they desire. Hopefully our representative democracy keeps those bad things from happening. Because something 'could' happen it doesn't mean it 'will' happen. In this particular case it is highly, highly unlikely.
