In practice, both were over-ruled by Cheney and Rumsfeld on a whim. Stupid remark. I doubt seriously ANYTHING happens in this White House "on a whim". Rice, Cheney, and Rumsfeld are all exceptionally intelligent individuals, and the whole point of having this kind of talent is to have a diversity of opinions. More importantly, you don't have the SLIGHTEST clue who is over-ruled by whom -- unless you got it from the liberal media, which is not sufficiently reliable to enable you to make such a claim.
