From everything I have read, the major failure here was at the State Department. They had the biggest input into how to organize the place, and blew it.

We need a major restructure at State. Get rid of their FSO Union, and recruit from the Military Academies are two things that come to mind. Allowing recent service grads to do their service at State would work to the benefit of both parties.
