Yep. However, we are a nation of 300 million. It is interesting how you are willing to discount the problems and/or wishes of millions, but when it comes to avenging a much smaller number we need to reorganize the country in a fashion that is unlikely to really solve the problem.

Who are these people?

Frankly, your inability to gauge a threat level and respond appropriately means you haven't really learned a whole lot. Terrorists of all stripes are not the Nazi war machine marching across Europe. They aren't the Soviets with thousands of nuclear warheads and 10s of thousands of MBTs. They are a small group of people who can only act if they are able to exploit holes. It was precisely this sort of thinking that got the Soviets in trouble when they went into Afghanistan in the 1980s. They were geared up for massive battles with tanks, helicopters and millions of men under arms. They weren't prepared for anything like a guerrilla war. And they lost. We were better prepared, but neglected to cinch the deal by doing the promised rebuild. Otherwise, things would be a lot better there.
