Is this short attention span theater?

It is a different issue because it involves the GRU. Who aren't terrorists. The whole argument is that terrorists aren't as big of a threat as a heavily militarized state.

By terrorists. Terrorists with nukes is not the problem.

Easy enough. It would be hard to explain why he opposes port security. Frankly, I don't know why he does. But, it is pretty clear that is the case.
