"How is it a "different issue"?" Is this short attention span theater? It is a different issue because it involves the GRU. Who aren't terrorists. The whole argument is that terrorists aren't as big of a threat as a heavily militarized state. "You tried to downplay the importance of detonation of a nuclear device in our country" By terrorists. Terrorists with nukes is not the problem. "Why didn't Bush simply veto the bill?" Easy enough. It would be hard to explain why he opposes port security. Frankly, I don't know why he does. But, it is pretty clear that is the case.
