Like hell it isn't... It was defined as torture in the uniform code of military justice. The WH crims redefined it to avoid prosecution. They are still subject to it, since it happened while it was still torture on the books. Certainly it's torture under international law. Most NGO's dealing with the issue consider it torture. It's torture! If it looks like a duck, quacks like a duck and walks like a duck, it is a DUCK.
