One "lowers the boom" while reducing sail or as a means of waking up the crew. A lower boom is a head knocker. If it is grabbed unexpectedly by a strong wind gust and swiftly traverses from port to starboard or vise versa, you better make sure that you keep your head low--very low--unless you want to lose it. Sowell is knocking heads alright. And it is Obama who has failed to lower his head.
