If full legalization is to much for you, a step short of that is "decriminalization",

Seems to me that the distinction between available and approved is adequate.

Decriminalization might increase utilization of many drugs. The next important question is at what stage would it be decriminalized? After approval? After a preliminary regulatory review?

It is sad when American drug companies sell drugs overseas long before they are approved for US consumption.
