How in world else would they be based???? Output based. Use whatever technology you want, just don't output more than x ppm per whatever, some set standard. There was a big struggle at EPA over regulations where the law specified using a certain gizmo, which over time was no longer the best available technology but it was still on the books. There was an effort to get away from this "technology-based" regulation. I'm sorry if that's fuzzy. I've been retired for a while and was never directly involved in regulation so I've retained only the theme, definitely no examples. That struggle was still going on when I left seven years ago.
