Perhaps I was over analyzing. LOL. As much as I share your aversion for adding new donation sources, I really, really believe that one critical element of health care reform has to be getting people out from under that snarl of state regulations. There are efforts in place to do that directly and I would certainly prefer to take that path but this is so critical IMO that I'm willing to consider federalizing a demonstration project. Perhaps that latter effort will light a fire under the states and it won't be necessary to take that "donation" risk.
