I agree with you on the 'Balkanization', which is why I think it has to been done at the Federal level. As far as the inefficiency, I believe the Swiss executive said their system has overhead costs of about 5%, so a nationally driven system apparently can work. I really care about getting the 'portability' problem fixed, in addition to cherry picking and the possibility of bankruptcy. John PS - Your statement on car inspection gave me a smile, in my state there IS no inspection of the mechanical aspects of a car, all they care about is an emissions check every few years!
