Yes, it is most likely not counting imported refined product, but in that case, the graph is not terrible useful from a oil consumption POV, i.e. it should not matter where the refining is taking place, we are still consuming the equivalent of 20-22?? M BPD. For that matter, other distortions in that graph might be a shift of domestic refining to offshore or the reverse. That might account for some fraction of the large swings in imported oil.
