It was a pretty hefty straw. Not only was there the financial drain, but it also flushed out many problems into the light. The biggest was the realization that their military that they had invested so much in for so long was obsolete. Until that point, they were still nursing the dream that sooner or later the West was going to take their eye off the ball and they would "liberate" a large chunk of Europe. However, Stingers proved to them that the backbone of such an assault, their helicopters, were extremely vulnerable. Without helicopters to move troops and protect their tanks, any attempt to invade Europe ran a high probability of of bogging down pretty quickly. And they knew that if they bogged down, desertion would cripple their ground attack.

So they were faced with totally revamping the military. To make matters worse, we were discussing making their ICBMs obsolete also. That, coupled with the shattering of the mythology they had built up about the glorious Soviet army sweeping all before it pushed the leadership into a panic.
