Competition works best when the risk/reward is not all or nothing. People are more willing to try if they know that utter ruin does not await those who do well, but not as well as their competetor.

I read the other day that you will have to pay extra on planes so as to not sit in the middle seat. Toll roads, doctors, and education are all much better for those who pay more. That is why fewer people are willing leave a parent at home to supervise the teens, or perhaps to volunteer.

There is nothing wrong with someone who works hard to get some extra reward and use that for something they want. That's incentive. If, however, every little aspect of your life is a bit worse if you don't maximize your income then you have the zero-sum game where there are very few winners, and a lot of people who's daily lives are worse off.
