But could we agree that the next time a President, of either party, advocates a program involving large costs - whether it's another war

the President DID go to congress, and I would contend that there is no possible way to tell anyone what the costs might be...whether in loss of life or monetarily.

Thank God that the American loss of life in Iraq and Afghanistan in the war on terror has been astoundingly low, although the wounded figures have been high. And no that is not callous, even as I recognize that EACH and EVERY loss is bad, one can look and judge by all other wars that we have endured some horrific losses in the past.
