shane: For the most part, that is correct. I think they have some "control" at what price they are sold. They are issuing the shares at steep discount, so it's in the seller's best interest to sell as soon as the restrictions (if any) are lifted. The people buying these share know more shares are coming so they're best off selling ASAP, IMO. They will usually sell into a rally when they know the volume will be there.
