If a drunken American sailor stationed in Germany gets into a brawl with German soldiers trying to mind their own business and harms or kills them, should the GC be imposed when the American is incarcerated by Germany? How about an American tourist who bombs a building in Germany because he thinks all Germans are Nazis? Does the GC apply?
