I'd like to see Iraq paying back some of the investments we have made in it. Like a break on oil prices, etc.

Besides which, start paying their own dang bills.

yes, that is the smartest thing to do. Iraq should have been paying for their own reconstruction long ago. Did you know that bill was sponsored by the Dems a long time ago and the Republicans wouldn't let it get anywhere? Now the Dems have more power and are pushing it through. I hope Bush signs it, but would not be surprised if he vetoed it.

As far as a secure ME, I want that too. However, what I want more than that is an oil independent US. That will make it so that we don't have to give two shits about the ME and that's a much better situation to be in.
