Saying that is pretty much saying that #1, depends on #2 to be true. Its not exactly the same (because it could be that #1 became true because of #2, but could have become true otherwise), but its pretty close.

More importantly your statement isn't true. The fact that we have formal defense and basing agreements is not the reason we are not an occupying power, and it is not what caused us to no longer be an occupying power.

As soon as Japan and Germany had their own governments that where not subservient to the US the occupation ended.
