Yes, but there are fewer of them. We don't send cannon fodder into battle anymore. We send smallish numbers of elite troops.

In any event, it's just not practical to mix projections in with the current budget just to demonstrate the cost of defense. The orders of magnitude are such that a bit of inaccuracy in one element doesn't compromise the effect of seeing it in a pie chart.
