At what level does reducing the size of the government become a net negative?

It depends on what you do to reduce it. The wrong type of reductions could be a net negative from the "first dollar" reduced. Its also possible that even well chosen reductions, done clumsily or in some cases done too quickly, could be a net negative, just about right away.
