I disagree. The almost punitive nature of that surtax is like a finger in Reagan's eye. That's too visceral to have been a byproduct rather than the purpose.

But I don't see how we can ever be sure which priority among many was greater. Perhaps it's in his or someone's memoirs, although even then we can't be sure that hindsight didn't affect what was written.

A "deficit hawk" is someone who lives for budget balance. Clinton had a wide range of apparently co-equal or shifting priorities.
