Rest of the world are naive to think they can implement what we did just with wads of cash. it is blowing back real good. They should have gone there and tried to learn how this thing is done.

But it was the usual way - and the only way they know how to do things. Lets throw some cash around and we will implement biofuels program, keep out the competitive producers and everything will be all right. Not clever.

It's amazing how this has been driven in the face of research from 20-30 years ago that showed that this was not a productive approach. But those guys were a bunch of greenie weirdos :)
