I saw on TV an apartment in Russia (2001) at -5C (INSIDE) and people were living inside it.

Look to what happen with Yukos, Gazprom the end of the sweet deals of the communist era, and the overall energy business in Russia.

That thing was not going to change by gentlemanly manners at all.
