That's certainly a contributing factor.....the scuttlebutt has always been that many small factories have tried to come in, but between union pressure and corrupt politicians they always back out of the deal. A small manufacturer of aluminum welding rods did come in and hire about 40 men.....two of my uncles got in. One because he was a town councilman, and the second because the first got him also. Several years later they're were grumbling about striking because they weren't getting paid as much as those doing the same work in the main plant in Philadelphia...
