That exemption excludes legal residents, who don't have their primary residency in the US.
They were left out of that clever Clinton revision, which also created the bubble.
So without having to brag about my income, I belong into the camp of the maxium rate payers.

Also if your non US citizens heirs have their primary residency outside of the US, the estate tax is confiscatory.
