I suppose one could argue that Fund Accounting is smoke and mirrors. You would suppose incorrectly. Breaking spending down in to different categories can be useful. My only point is that breaking it down in to categories doesn't reduce the amount you are spending. I'm not sure what you mean by "enforcing the rules" but whatever rules you enforce, wouldn't change the fact that cutting the spending up in to different categories and funds, doesn't change the level of spending.
