You really think refinery capacity was over-built to please the U.S. government?

Most companies are image conscious. When I worked for Chevron during the last oil price bubble in the last 1970s and early 1980s memos circulated requesting proposals for capital spending projects.

The linoleum floor in the San Francisco headquarters office was replaced by carpet and many long-delayed projects got approved - all in an effort to temporarily increase costs and reduce reported profits. Chevron probably cut their reported profits in half by spending on capital projects.

But would Chevron and every other oil firm voluntarily charge less than the going rate to improve their image? I think not.

Donate money to charity, yes. Give away product at a cheap price, no.
