Good analysis. PBR has its roots on nationalistic approach to oil. It will take a long time to get that out. Add that Lula's people have their roots in leftist nationalistic state-owned mentality. Set of circumstances have chnaged from that past. Usually this develops that: we can't have everything in-house. Need to get extra resources from out there. Need to send message that there are business opportunities. Perhaps that was Barbosa's message although it is difficult to get the context he was talking.
