That is, a. not in the language of the country, b. the old law, last modified eight years ago, and c. shows on first glance an overlap between 'exploration' and 'exploitacion' -

'Exploration, which consists of determining the size and form of the deposit, as well as the content and quality of the mineral present in it. Exploration also includes the economic evaluation of the deposit.'

This would work against aru.to, but not dmm.to ... assuming 'en explotación' is the criteria ... but again, context would mean a lot ... my own context being that i'm not a legal scholar in any language

But they'll fudge things a bit now, i betcha, let aru/dmm proceed at least somewhat, while negotiating hard, basically with pistols to their temples ... this being a comment relating to human nature, of which i am a scholar, though not quite out of kindergarten there
