To sever the interest of the state.

Fascism doesn't just merge state or corporate power, except for a select few which it uses as scapegoats or purges for some other reason, it looks at all power sources and tries to either merge them with the state, or co-opt them to serve the interests of the state. Its all about the national interest as perceived by the leader, and everyone has to get on board or be struck down.
