The Expos moved to Washington DC in 2005. The owners were a Brewery and when they were bought by a multi-national, the new owners were less interested in running the sports part of the franchaise.

Is the refinery capacity in India being build with government money? No new capacity has been build in North America for 20 years and the oil companies don't seem interested in building more themselves as they are make a killing on the profit margins on refined oil. It is not necessarily in their interest to add more capacity and let the price drop right now.

I can understand the Indian government wanting to bring the price of refined oil down so it does not dampen their economic growth. I don't see the big oil companies wanting to participate through.
