Bingo - You nailed it.

Until last year the War Colleges had not taught unconventional warfare, irregular warfare or counterinsurgency warfare in 20 years or more.

The Command and General Staff College at Leavenworth maintained an elective block on UW and CI. 90+% of the officers who signed up for the course were SF. I believe that is still true today.

Senior officers in the US Army have not been trained for what they are doing. Petraeus' attempt to write a manual confirms that.

It is hard to win a game when it is your first time on the playing field and you don't know the rules.

Is it really strategy that is the problem, or rather lack of will-power and public opposition?

This reminds me of something Nixon said of Vietnam, "opposition to the war in this country is the greatest single weapon used against the US"......
