Clinton did it in the 90's. It is difficult, but it can be done. You have to increase revenues and decrease spending. You have to prioritize. You have to first balance the budget.


Much as I know you would like to believe it, Mary, I'm afraid that is not quite true. Between 1992 and 2000, the federal debt increased from $4.1 trillion to $5.7 trillion, although this was a significantly slower rate of increase than during the Reagan administration.
