Thats a straight statement of opinion. An assertion, not an argument.

it would have been bad politics from the point of view of conservatives, who want to privatize traditional social insurance programs, not make them better.

That's a statement about fact, but its not a very good one. The majority of people who would call themselves conservative would not want to eliminate such programs. Libertarians maybe, but not most conservatives.
