There were terrorist groups with aims against Israel. They just weren't really in Israel or Palestine. The Israeli security services started to assinate these terrorist groups, but once they found legitimate targets hard to find they began to assasinate various Palastinian leaders who had little to no connection to terrorism. Then came such incidents as the invasion of Lebanon and the massacres of the Palestinian refuge camps. Only then did the Palestinian response turn from general strikes or labor slowdowns to violence.
