Then why didn't you say so? I challenged it yesterday, too.

I agree that there are lots of policies that contribute to the huge numbers of incarcerated, victim or no. But if you're going to incarcerate them, it's cost effective to privatize it, regardless of the smacking sound that you may hear in the background.
