How much lower we want to go, is asking for simple one time answer, to a complex issue that changes all the time. If you don't want something highly specific, I can give an answer. Over time I would want it to be a lot lower as a percentage of GDP, but that would take time, and during that time things would be changing all the time. The new conditions would change the desirable level. It would still be "a lot lower", but any specific level would require trying to predict the future in great detail.
