The local leaders "sell" the roads schools hospitals to the populace as their project, local populace keeps quiet.

And eveybody is happy.

The risk for China and India is that such situation requires in the future a 'policeman of the world' meaning, need force to keep the local leaders in power to gurantee their investments and the flow of materials. British and US empires.

Brazil is different story. Is more soft power and long term. Need the local leaders on board at the UN to advance their case. Uses the perception of the locals as Brazil's black population to get good relations. Want to show Brazil leadership as a push to get them out of the lap of the foreign colonial masters.

Wants specific show cases. But again, not in a hurry. Populations are growing. Food is getting costly and scarce. Brazil has technology to produce food in those sub-sahelian areas. The Africans got to come to Brazil to produce their food.
