This corn ethanol idea was a bad idea to begin with (the equation never made sense from an energy point of view) and turning out to be even worse than we first suspected (competing with food). But I do not know how we back out of it?

But there has been no dearth of bad ideas the last 8 years-lol.

I know a number of Asian American shoppers who buy almost everything they can in bulk from Costco. The purported rice shortages at Costco are more likely the imported Asian varieties rather than US grown stuff. I myself much prefer Thai rice to anything grown here. The comments by the American Rice Growers Association are most likely wishful thinking. It's available, but who's buying ?
