If that's fascist just call me Adolf cause I want some of that action, paying $700 a month for a policy really sucks. You need to look up the actual economic system of a fascist government. It doesn't require a dictator. I know of no guarantee that the plan will be cheaper, only that everybody be covered and the government will pay for those who cannot pay. Eventually if those don't meet their criteria, then I suppose those that cannot pay would eventually be sent to the gas chambers.
