It just didn't work in this time. It wasn't tried this time. I don't advocate a nanny state for every little thing but a potential multi-hundred billion dollar blow to our economy is worth someone's attention and effort. The losses probably dwarf total losses from 9/11,and we have invested vast sums trying to stop that from happening again. This issue would have only required some regulations and lost profits for various sleazy financial operators. The growing problem was widely mentioned in the financial press. But an administration of free market ideologues (instead of responsible capitalists) wilfully ignored it.
